CHƯƠNG-TRÌNH

I.- CHÁNH-TRỊ

a) Đối nngoại :

1. Căn-cứ vào chánh-sách của Liên-Hiệp- Quốc (O.N.U.) và sự bảo-vệ chung nền hòa-bình, cộng-tác với các dân-tộc khác trên lập-trường tự-do và bình-đẳng.

2. Tranh-đấu giải-phóng dân-tộc, đem lại độc lập cho nước nhà.

3. Chương-Trình của Đảng Việt-Nam Dân-Chủ Xã-Hội thừa-nhận quyền dân-tộc tự-quyết của các dân-tộc nhược-tiểu and đoàn-kết với các dân-tộc ấy để chống đế-quốc xâm-lăng.

b) Đối nội :

a. Nước Việt-Nam có một: ba bộ Trung-Nam- Bắc gồm một.

b. Củng-cố chánh-thể Dân-Chủ Cộng-Hòa bằng cách đảm-bảo tự-do dân-chủ cho toàn dân.

c. Ủng-hộ Chánh-phủ Trung-Ương về mặt tranh-thủ thống-nhứt và độc-lập.

d. Liên-hiệp với các đảng-phái để chống họa thực-dân.

e. Chủ-trương “Toàn dân chánh-trị”.

f. Chống độc-tài bất cứ hình-thức nào.

II.- KINH-TẾ

a) Nguyên-tắc chung :

1. Trọng quyền tư-hữu tài-sản đến một độ không có hại đến đời sống công-cộng.

2. Dự-bị: Một phần xí-nghiệp quốc-gia (Secteur de l'État).

3. Một phần xí-nghiệp quốc-hữu-hóa (Secteur nationalisé).

4. Một phần tự-do cho tư-nhân và ngoại-kiều (Secteur libre pour Vietnamiens et Étrangers).

5. Thi-hành những biện-pháp không cho bóc-lột công-nhân.

b) Nông-nghiệp :

1. Di dân để mở đất hoang.

2. Lập đồn-điền quốc-gia, lập làng kiểu-mẫu theo chủ-nghĩa xã-hội đồn-điền.

3. Mua lại đồn-điền bị tập-trung quá độ để bán lại cho nông-dân hoặc để cho quốc-gia.

4. Lập bình-dân ngân-quỹ và lập hợp-tác-xã sản-xuất để giúp nông-dân mua dụng-cụ và máy móc (cày, gặt, vận-tải...), hợp-tác-xã để tránh nạn trung-gian.

5. Phổ-thông khoa-học để gia-tăng sản-xuất nông-nghiệp, chăn-nuôi, thủy-lợi, lâm-sản...

c) Công-nghệ :

1. Mở-mang khí-cụ cần-thiết cho sự khuếch trương nền kinh-tế quốc-gia.

2. Lần-lượt phát-triển kỹ-nghệ cần-yếu, bắt đầu từ kỹ-nghệ nhẹ.

d) Thương-mãi : Lập hợp-tác-xã tiêu-thụ bán vật-dụng cần-thiết từ thành-thị, từ làng.

e) Tài-chánh : Lập Ngân-hàng quốc-gia.

III.- XÃ-HỘI:

1. Bài-trừ thuốc phiện, rượu mạnh, cờ-bạc, mãi-dâm, tham-ô.

2. Thi-hành triệt-để luật xã-hội.

3. Cải-thiện và nâng cao đời sống tinh-thần và vật-chất của dân cày và thầy thợ bằng cách mở thật nhiều cơ-quan y-tế, giáo-dục, cứu-tế, nhà bảo-sanh, ấu-trĩ-viện, nhà dưỡng lão, nhà thương, trường học, nhà hát bóng... làm cho dân cày cũng hưởng được những ích-lợi của khoa-học như thầy thợ ở đô-thị.

IV.- VĂN-HÓA

1. Bài-trừ văn-hóa nô-lệ.

2. Sơ-học, tiểu-học cưỡng-bách và vô phí.

3. Giáo-dục chuyên-môn, tổ-chức du-học, cấp học-bổng.

4. Lập cơ-quan điều-hướng nghề-nghiệp.

V.- THANH-NIÊN

1. Tổ-chức thanh-niên thành đoàn-thể và huấn luyện cho thành người thích-ứng với thời-đại mới.

2. Mở quán, trạm, nhà hội, sân vận-động cho thanh-niên.

VI.- BINH-BỊ

1. Thành-lập một đội binh phòng-vệ.

2. Mở lớp dự-bị quân-sự phòng-vệ từng làng trong một thời-hạn ngắn.

3. Mở trường đào-tạo sĩ-quan, gởi võ-quan cao cấp đi tập-sự ở ngoại-quốc.

4. Mở lớp huấn-luyện đặc-biệt cho sĩ-quan và quân-sĩ của các đạo quân muốn gia-nhập đạo binh thường-trực quốc-gia.

SOCIAL DEMOCRAT PARTY OF VIETNAM

PROGRAMS   

Proclaimed by Lord Huynh the leader, on 21 Sept 1946 (according to the copy of the Executive of Interprovincial Social Democracy M.T.N.V.) 1947 to 1949:

I.-POLITICS:

a) Foreign Policy:

1. Base on the Charter of the United Nations Organisation (UNO) and the joint protection of peace, cooperation with other nations, on a free and equal footing;

2. Aim to fight for national liberation and independence;

3. Campaign for international recognition of the right of lesser nations to self-determination and cooperate with these against invading imperialists.

b) Domestic Policy:

1. See Vietnam as one entity: her three regions, North, Centre and South all appertain to the same nation.

2. Consolidate the polity of Democratic Republic by safeguarding the whole people's right to freedom and democracy.

3. Provide support for Central Government in its movement for unification and sovereignty.

4. Coalesce with other political parties against colonial calamity.

5. Maintain “Politicising the whole people”.

6. Fight the dictatorship of all descriptions.

II.-ECONOMICS:

a) Encompassing Principles:

1. Recognize private property provided it does not adversely affect public life;

2. Maintain nationally vital enterprises under state control;

3. Reserve the right to nationalise a portion of industrial sector;

4. Keep a portion of industrial sector open to domestic and foreign investors;

5. Devise a set of measures to prevent workers' exploitation.

b) Agriculture:

1. Repopulate for land clearance;

2. Establish national plantations and kibbutz-model villages;

3. Buy back overly concentrated plantations to sell to peasants or the state.

4. Establish communty funds and production cooperatives to help peasants buy non-profit equipment and machinery (tractors, harvesters, trucks v.v.).

5. Propagate scientific knowledge to raise productivity in agriculture, ranching, irrigation, and forestry v.v.

c) Manufacturing:

1. Procure necessary tools for development of the national economy;

2. Step by step develop key manufacturers spearheaded by light ones;

d) Commerce: Establish consumer cooperatives to sell necessities at an urban and communal level.

e) Finance: Establish the National Bank.

III. SOCIAL POLICY:

1. Ban narcotics, alcoholism, gambling, prostitution, and corruption;

2. Enforce social laws thoroughly;

3. Improve the multifaceted lives of tillers, white and blue collar by opening as many medical, educational and training facilities, charity, maternal and infant welfare, childcare centres, aged care and , hospitals, schools, cinemas, etc, while ensuring that the tillers equally benefit from science like their urban workers.

IV. CULTURE:

1. Ban the enslaver culture;

2. Set up compulsory, free preschools, primary education;

3. Skills training, overseas studies, and scholarships;

4. Establish career orientation centers.

V. YOUTH

1. Organise Youth Leagues who can tackle modern society;

2. Open cafes, drop-in centres, sport facilities, for youth

VI. DEFENSE:

1. Establish defense units;

2. Hold short-term military courses for village-level reservists.

3. Open cadet academies, sending high-ranking militaries overseas for training;

4. Provide special courses for officers and soldiers of armies keen to join permanent national troops.
